So first of all IAARHL (and I do a lot of work supporting Fedora) but IANARHTL. That said, I have seen the actual agreement (but many years ago), which predates my arrival at Red Hat by some years, but don't have immediate access to it and am disinclined to hunt down a copy solely because of this thread. However, my recollection of it is that it was quite a bit more specific than the Cornell-UVA paraphrase as to where the parties expected the notice to appear. My further recollection is that it was the Cornell-UVA FEDORA that was not really complying with the letter of the agreement as to that issue, rather than the Fedora Linux Fedora, essentially the opposite of what you're saying. To settle this we'd have to get the agreement and do some Wayback Machine research, which I'm also disinclined to do at the moment.
Now, as to why it's on the Fedora Legal Docs site today, that's because a few years ago we undertook a significant migration of all "legal" content from the basically deprecated Fedora Project wiki to the newly created Fedora Legal Docs site. In general, such material is now much easier to find than it was in the wiki era (where it was spread across multiple wiki pages). I don't know when the trademark notice first came to be placed on the Fedora wiki, which itself didn't always exist, but I believe when Cornell-UVA and Red Hat signed the agreement, Fedora may have still been using a redhat.com site.
Due to their comparative popularity, it makes complete sense to me. You don't have people in HN comments for a new Fedora release going "Wait is this about the Digital Access Project?"

Yes, but those are in the physical world. [1] In digital realm, having to verify your ID has way more consequences. My passport has been leaked and I have a “quick cash loan” in my name as a result of that.

[1]: Tangentially, those are trivially circumvented in many countries. When I was a teenager in St. Petersburg, we’ve used a “duty free delivery service”, which (I suppose) just stocked liquor at the duty free shop on the border with Finland, and then sold it. Not sure how legal was the core premise (probably not), but we used it because their couriers didn’t even pretend they need to check our passports (definitely illegal).
In many countries, alcohol is available in grocery delivery services. Couriers happily leave your order at the doorstep even though they are supposed to check your ID. In many other countries, even buying in-store is possible (e.g. Japan, where in any konbini you can just press a button on screen saying “yes, I’m 21”).
I hope it will be! The creditor says something along the lines of “you’ve confirmed your phone number using SMS code so it must be you; no, we won’t tell you which number we’ve sent the code to, that would be privacy violation”. I’ve tried everything I could do online and nah, nobody really cares.
I think I still can dispute it in court, but for that I’ll have to go back to Russia. (I could hire a lawyer, but the amount is like $300.)

There is always Patreon and other sites in that style. I support several content creators, both technical and nontechnical, with small monthly payments there.
This is the best model IMO as it supports creators directly and not the advertisers.
If Daring Fireball had this membership subscription model and not selling highly and questionably expensive ad slots I would definitely subscribe, even if the price would be $20 a month or $200 a year. (I would argue he can make more than he charges for ads does already given this model.)
But $11K (a week!) is outrageous to support Daring Fireball.
