I don't think the author was "blaming". It's more like explanation the situation: in the end, it's authors who get to decide where to publish their work, even though they're influenced by external factors. I think it's unfair to assume ill intent on the part of the author of this article here.
It's also rather easy, although outside of the scope of TFA, to consider why _reliance on_ Sci-Hub is a bad thing. First of all, it's illegal, and thus unstable. Who knows when it might disappear, but we better have a plan before then. Second of all, it's an unreliable service by itself, ran pretty much by a single person. How devastating that can be could recently be observed when she blocked access to everybody in Russia because she felt insulted by a few Russian researchers.
Yes, it's great that some people have access now that otherwise wouldn't have, and who can use that access to do great things. But I think it's relatively straightforward that it would have been preferable if that access was provided directly by the publisher.
(And the quote to which you replied "Why are they set against this" said that not enough articles have been made open - I think you'd like to see more open as well?)
