As long as you completely ignore the cost of technical debt and bug fixes, sure.


All projects have tech debt and bug fixes. If there was a surefire way of obliterating both of those things consistently, it would be an easy sell to management. But, because there isn't, they fall back on what they can measure: costs vs revenue.
