Agreed, documentation was in some cases improperly maintained and/or became stale once they started contacting the people. As a parent, I can empathize and it is truly heartbreaking. I hope Biden can do something positive here.

But at the same time, I think the larger issue is a bit more nuanced, than simply assuming people are all monsters.
