Do you want a tech lead that knows everything but doesn't work to develop the people under them, or do you want someone who acts as a force multiplier by mentoring others and transferring that knowledge?

Right, being a subject matter expert is necessary but not sufficient to be a very good teacher of the subject.

You're mostly correct though, that they are separate things. For teaching technical topics well, both are needed.
