From a quick look: The A/B partitions can be modified but it doesn't look like that is carried forward ("rebased") as with rpm-ostree. For package installations independent from the base OS there is something similar to (Fedora) Toolbox, called apx, where you also manage permantent containers for GUI or CLI apps that aren't available through Flatpak/Snap/AppImage or similar.
