Page 8 of the report[1] concludes two or fewer standard drinks[2] per week "will likely avoid alcohol related consequences".

Three or more standard drinks per week increases breast and colon cancer risk.

Seven or more standard drinks per week increases heart disease and stroke risk.

Relative increase in risk per weekly drink is detailed in a table on pages 25 & 26.
