Saying that it being involved with things from blood pressure to pair bonding is evidence of inelegant design is like saying that the web is inelegant, because TCP is involved in both code (transmitted JS) and data (transmitted JPEG images). Yes, TCP is a mechanism used to deliver both of those (like vasopressin is a mechanism used to cause pair bonding and change blood pressure), but that doesn't mean there is a tangled web of dependencies here.
