The simplest explanation is that they stole it for xAI.
Given DOGE employees' ties to Russia and Musk's ties (mostly through debt) to both Russia and Saudi Arabia, I could believe either of those countries benefited.
This seems like attributing to malice what could be attributed to incompetence.
It seems more plausible after reading the ProPublica article that they were swinging hammers in the dark trying to find evidence of “fraud” or other political point scoring grifts. Combined with reckless incompetence.
