That D rating isn’t for physically unacceptable. It’s for complete incompetence or at least just punching the time clock. A lifetime of working for a bureaucracy that doesn’t care for you isn’t going to bring out the best anywhere else, either. Especially not if that’s a one week a year mandatory service.
