I'm not sure it really matters that rpm and deb solve the same problem unless you use different distros.
However npm, gem, pip, composer mostly solve the same problem, but a different one to rpm, in that we want per-project dependancies rather than per-system and want them to be commitable. Also many project combine languages so it would be good if these were combined.
